No, I think watches should be earned. If the person doesn't really care for your artwork, then having them as a watcher is pointless...:/ *agree*
I think certain things can be traded for a watch, but others should be earned.
I think trading stuff for watches is great! It's how I get most of mine! :3
I don't care for watchers much, I draw what I draw whether people look at it or not. 
I hardly have watchers, so I wouldn't know.
